The negotiations committee in Al Waer district in Homs city reached an agreement with the Russian delegation and representatives from the Syrian regime, Sky News Arabia reported on Sunday.
The deal stipulates that 1,500 people will be allowed to leave the city every week after handing over their weapons.
The deal also states that the Syrian regime police and Russian forces will enter the district while the Syrian regime forces will enter it after six months while 300 armed men will stay in the district in coordination with the Syrian regime to secure the district.
It also says that the humanitarian aid will be allowed to reach the district while residents will be allowed to freely enter or exit the district.
Al Waer district is considered the last stronghold of the Syrian rebels in Homs city. It was the center of the demonstrations that broke out in 2011 against the Syrian regime president Bashar al Assad.
