The Chinese government has issued a white paper on the country\'s poverty alleviation efforts. The paper states that poverty in rural areas fell from 10-percent in 2000 to 2.8-percent in 2010. These numbers suggest China has basically solved the problem of providing adequate subsistence, food and clothing for rural residents. But the report does acknowledge however that alleviating poverty remains a challenge. This is the second white paper on poverty alleviation. The first edition dates from 2001.
