A French investigator said five Russians arrested Tuesday had a dangerous amount of explosives in their possession, but it had yet to be determined if they were planning an attack.
"There is no known attack plan. It is a case which has no religious connotation but it is organised crime," said Gilles Soulier, judicial police director of the southern city of Montpellier.
