Keep your own counsel. Expressing your scepticism could make a powerful enemy. If you're going to get ahead, you will have to collaborate with an expert whose ideas are outmoded. Instead of challenging their methods, go along with them. It will quickly become obvious they are in over their head. At that point, you'll be asked to take over. This situation will require tremendous patience on your part. You hate wasting time, but you're not in the position to discredit a seasoned official.
