The General Secretariat of the Supreme Legislation Committee in the Emirate of Dubai

The General Secretariat of the Supreme Legislation Committee in the Emirate of Dubai (SLC) held a panel discussion titled ‘Evaluation of Legislative Audit Outcomes.’ The session highlighted the procedures developed by SLC to verify the effectiveness of legislative audit standards adopted to ensure proper implementation of legislation by government entities in Dubai. The move supports the Emirate’s objective to improve its legislative system and develop a government characterised by excellence, transparency, and reliability.

The panel discussion was attended by representatives from five local government entities, and featured in-depth talks regarding the current practices that ensure the proper implementation of legislation and the effects of these practices on the legal work environment within these entities.

Ahmed Bin Mishar Al Muhairi, SLC Secretary-General, said: "This panel discussion reflects the General Secretariat’s commitment to communicating and cooperating with various government entities to ensure the proper implementation of legislation based on the principle of synergy or integration of roles. The SLC regularly evaluates the outcomes of legislative audits, and works according to the international best practices to ensure the transparency, efficiency, and effectiveness of legislation regulating the functions of government entities, with a view to achieving the goals of the Dubai Plan 2021 related to creating a pioneering and distinguished government characterised by transparency and reliability."

The panel discussion was moderated by legal advisor, Mohammed Al Etawi, Head of the Technical Office, and Dr. Belaisha Ali bin Belaisha Al Ketbi, Director of the Legislative Audit Office at the SLC. At the end of the panel discussion, the government entities’ representatives shared their thoughts on the clarity of the audit standards adopted by the SLC. An agreement has been reached to strengthen ties among legal affairs units within government entities to ensure the proper implementation of legislation and government regulations, in a manner that preserves the rights of all concerned individuals and institutions, achieving happiness and welfare of the entire community.
