The Supreme Legislation Committee in the Emirate of Dubai, SLC, has invited representatives from 17 local government entities to participate in a panel discussion entitled, ‘Legislative Audit Guidelines for Proper Implementation of the Legislation in Force in the Emirate of Dubai,’ slated for December 14th, 2016.
This initiative is part of SLC’s efforts to ensure that the legislations in force are properly understood and implemented by various government entities, with the ultimate objective of creating a distinguished legal environment.
The upcoming session is expected to discuss two main topics: ‘Objectives and Principles of Legislative Audit in Dubai’, and ‘Legislative Audit Standards for Proper Implementation of Legislation in Dubai’.
Ahmad bin Meshar Al Muhairi, SLC Secretary-General, said that the upcoming panel discussion is part of SLC’s commitment to performing its supervisory role to ensure proper implementation of legislation with a view to achieving the goals of the Dubai Plan 2021 related to the theme of, "The Government: A Pioneering and Excellent Government". "This is attainable by enhancing public administration effectiveness and reliability to ensure happiness and promote welfare for all members of the community," Bin Meshar added.
Bin Meshar explained that the upcoming talk will provide an important opportunity to highlight the objectives and principles of the legislative audit policy and standards with a view to empowering government entities with the legal knowledge and tools required to face possible challenges and ensure proper implementation of the legislation in force. "Properly implemented laws and regulations will ultimately create an integrated legislative system that facilitates the achievement of sustainable development goals in Dubai," he said.
Bin Meshar added, "We are confident that the panel discussion will provide a forum for representatives from local government entities to get acquainted with the regulatory procedures adopted by the SLC to achieve proper implementation, and effectiveness, of legislation in line with our leaders’ vision of ensuring equitable and transparent enforcement of laws to preserve the rights of all concerned parties, individuals and institutions."
The SLC has adopted the "Legislative Audit Policy for the Proper Implementation of Legislation" approved by the Executive Council of the Government of Dubai. The SLC endeavours to coordinate with concerned entities in Dubai to enforce this policy and achieve the goals set by the emirate’s leaders in creating a legal environment that promotes sustainable development.
The SLC is mandated to set the rules and necessary frameworks to ensure the existence of effective legislative control on the implementation of legislation. This is achieved by training government entities’ employees who are tasked with implementing the relevant legislation, forging partnerships with the entities concerned with applying legislative best practices to develop and update legislation, and address existing challenges, with the ultimate objective of furthering the government goal of catering for the happiness of all segments of the society.
