The United States said Wednesday that a reported North Korean offer to renounce nuclear testing would be insufficient to resume six-party nuclear disarmament talks. "If in fact they are now willing to refrain from nuclear testing and missile launches, this would be welcome but insufficient" to resume the disarmament talks, State Department spokewsoman Victoria Nuland said.
