Agriculture Minister Adel el-Beltagi signed on Tuesday a deal over the exchange of agricultural risks.
Both the European Union and the French Agency for Development are funding the project.
An Agriculture Ministry official said the agreement is the first step towards launching a program on sustainable development in Egypt's rural areas.
It will help create more job opportunities for Egyptian farmers, the official added.
He noted that small- and medium-sized enterprises will also benefit from the deal.
