The White House on Wednesday said it would consider the perpetrator of a deadly attack in New York as an "enemy combatant," opening the door to his prosecution without normal criminal rights.

"I think the actions he took certainly justify that," White House press secretary Sarah Huckabee Sanders said, while saying a final determination had not been made.
