Prime Minister Ibrahim Mahlab held a ministerial meeting for discussing a proposed plan to develop slums in downtown Cairo, known as Maspero Triangle.
Minister of Urban Development Laila Iskander asserted there will not be "a forced eviction" for any resident in the area.
Upgrading the area will be through collaboration between the government and residents, the minister said.
Maspero Triangle stands on 74 feddans of land and is home to at least 18,000 residents.
The triangle occupies a central location overlooking the Nile Corniche in central Cairo.
