Mexico\'s congress approves historic energy reform

Mexico's Congress gave final approval Thursday to a historic energy reform aimed at luring foreign investment and ending the state's 75-year-old oil monopoly following a heated marathon debate. The lower house voted by 353 to 134 to back the legislation, one day after it passed the Senate, and the constitutional changes must now be approved by a majority of the country's 32 state legislatures.
