US stocks Wednesday surged to new records after the US Federal Reserve modestly scaled back its bond-buying program in a long-anticipated decision. At the closing bell, the Dow Jones Industrial Average soared 297.59 (1.87 percent) to 16,172.85, while the broad-based S&P 500 jumped 30.06 (1.69 percent) to 1,811.06. Both were records. The tech-rich Nasdaq Composite index rose 44.85 (1.11 percent) to 4,068.53
