The U.N. High Commissioner for Refugees said Friday heavy rains have thwarted delivery of aid to Somali refugees fleeing feared attacks by al-Shabaab militants. Refugees have fled to Dobley, about 12 miles from the Kenyan border, amid rumors al-Shabaab would force them to return to farms in areas already decimated by conflict. Displaced persons camps have been set up at nearly 300 sites, UNHCR said. Heavy rains in the area have made roads all but impassable, making delivery of humanitarian aid difficult at best, UNHCR said. UNHCR issued a 60-page report recommending the establishment of a mechanism to track, analyze, investigate and respond to incidents of civilian harm and calling on all parties to the conflict to stop targeting civilians and humanitarian agencies.
