Bahrain, Saudi Arabia, the United Arab Emirates and Egypt, the four countries calling for combating terrorism, said that the Qatari government has worked to thwart diplomatic efforts and endeavours to resolve the crisis.
The anti-terror Arab quartet, after receiving the Qatari response to their demands from the Emir of Kuwait, His Highness Shaikh Sabah Al Ahmed Al Jaber Al Sabah, issued the following joint statement:
“Further to the statement issued on July 5, the Kingdom of Saudi Arabia, the United Arab Emirates, the Kingdom of Bahrain and the Arab Republic of Egypt confirm that the Qatari government’s intransigence and rejection of the demands presented by the four countries reflect the extent to which it is linked to terror groups, its continued attempt to sabotage and undermine security and stability in the Gulf and the region, and its deliberate harm of the interests of the peoples of the region, including those of the fraternal people of Qatar.
“The four countries stress that the Qatari government has thwarted all diplomatic efforts and endeavours to resolve the crisis, which confirms its intransigence and its rejection of any settlement and reflects its intention to continue its policy aimed at undermining the stability and security of the region and opposing the aspirations and interests of the brotherly people of Qatar.
“The four countries extend their thanks and appreciation to His Highness Shaikh Sabah Al Ahmad Al Jaber Al Sabah, the Emir of the State of Kuwait, for his efforts and endeavours to resolve the crisis with the Qatari government within his keenness on the unity of the Gulf and Arab ranks.
“The four countries also deplore the lack of discretion and respect regarding the diplomatic principles by the Qatari government towards the laudable Kuwaiti efforts by leaking the list of demands in a bid to thwart the efforts of the sisterly State of Kuwait and to take back the crisis to the starting point in a clear disregard for all diplomatic norms that require respect for the mediator and responding via the recognised channels and not through the media.
“The four countries assert that the justified demands that were presented were the result of the hostile practices by the Qatari government and its continued violation of agreements, particularly the Riyadh Agreement signed by Qatar in 2013 and the Supplementary Agreement and its Executive Mechanism in 2014.
“The four countries express their deep surprise over the unjustified rejection by the Qatari government of the list of the legitimate and logical demands aimed at combating terrorism, preventing supporting and financing it and fighting extremism in all its forms for the sake of world peace.
“Seeking to safeguard Arab and international security, the four countries stress that Article 12 of the demands stipulates that ‘all demands should be approved within ten days from the date of their submission and that otherwise they shall be null and void.’
“The four countries will take all political, economic and legal measures and procedures in the form they deem appropriate in due time and in a manner that preserves their rights, security, stability and protects their interests from the hostile policy of the Qatari government.
“The Quartet affirms that these demands are aimed at combating terrorism, preventing supporting and financing it and fighting extremism in all its forms in order to achieve world peace and to preserve Arab and international security.
“The four countries also emphasise that the Qatari people are an integral part of the Gulf and Arab entities and that the measures they have taken are directed at the Qatari government to correct its policy that seeks to break up the Gulf Cooperation Council (GCC), undermine Arab and international security and destabilise the countries of the region.
“This policy by the Qatari government constitutes a flagrant violation of the sovereign rights guaranteed by international law in accordance with the Charter of the Gulf Cooperation Council, the Charter of the League of Arab States, the Charter of the Organisation of Islamic Cooperation, the Charter of the United Nations and the norms governing relations between states.
Violations include interference in the internal affairs of the states of the region, undermining their security and stability with the aim of spreading chaos and destruction, destabilising their internal security, supporting and funding regional and international organisations listed as terrorist entities in a flagrant breach of the international law calling for close cooperation in fighting terrorism and implementing the relevant regional and international agreements and the outcomes of the Islamic American Summit held in Riyadh and attended by 55 Islamic countries and the United States of America represented by President Donald Trump.
All participating countries, including the government of Qatar, approved the outcomes of the historic summit.”
