Funding of the election campaign is submitted to the control of the Audit Office and the Independent Higher Authority for Elections (IHAE) tasked with ensuring proper implementation of the provisions of the decree-law on the election of members of the Constituent Assembly to monitor the election campaign and guarantee equality among the candidates. Resources dedicated to funding of the election campaign are governed by the provisions of Articles 52 and 53 of the afore-mentioned decree-law involving the obligation for each party and independent list to open a single bank account submitted to the control of the Audit Office. The funding of the election campaign can be made only through public subsidy or through self-financing. Any form of foreign funding is banned by the decree-law.The IHAE can cancel the results of the vote in case of violation of legal provisions in this area and can consequently call for a new vote counting, without taking into account the cancelled list or lists. The amount of the subsidy allocated to parties or independent lists varies, in accordance with the constituencies, by taking into consideration the number of voters in each constituency. Half of the amount of the subsidy is paid by the Finance Ministry before the start of the campaign on October 1. The second instalment is paid before the end of the electoral campaign. Each list that does not garner at least 3% of the votes cast at the level of the constituency should return half of the amount of the subsidy to the public treasury of the State. The Finance Ministry pays the amount of the subsidy under public assistance for funding of election campaign. Control of the election campaign is the task of several sides: the Finance Ministry, the IHAE, the Administrative Tribunal, courts of justice and the Audit Office.
