The United States announced at the conclusion of talks with North Korean diplomats that the way is open for the improvement of relations between the two countries if North Korea agreed to scrap its nuclear weapons. The two-day talks, concluded here today, were described by both sides as \"constructive.\" North Korean First Vice Foreign Minister Kim Kye-gwan was invited to New York for \"exploratory talks\" with U.S. Special Representative for North Korea Policy Stephen Bosworth after North Korea and South Korea agreed on July 22 to revive the stalled six-party talks on the North\'\'s nuclear programme.
