He pointed out that a delegation of the movement\'s leadership had reached Cairo at the beginning of the strike , led by politburo chief Khaled Meshaal, to ensure Israel was pressured to accept the prisoner exchange deal. He also noted the arrival of another Hamas delegation Cairo to discuss the developments of the draft agreement to achieve the prisoners\' demands. According to Abu Zuhri, a delegation of ex-detainees, which included representatives of all factions, arrived in Cairo and held numerous meetings with officials in Egypt, headed by the secretary-general of the Arab League Nabil al-Arabi. A leader in the Islamic Jihad movement, Sheikh Khaled El- Batsh, said the agreement between the strike leadership and the Israeli Prison Service was incomplete as it did not include the freedom of prisoners on hunger strike for nearly 78 days including Bilal Diab, Thaer Hlahalh and Jafar Izz al-Din and others.
