Nabil El-Araby, the Secretary General of the Arab League denounced the intensified shelling on Monday targeting Papa Amr and many other districts of Homs in Syrian, leading to the fall of dozens of civilian casualties. In a press statement El-Araby called for “the immediate cessation of all acts of violence.” The AL Secretary General warned that the violence escalation will endanger the overall effort of Arab and international parties to address the increasing crisis in Syria. “This escalation seriously threatens the security of Syrian citizens and may lead to a civil war.” El-Araby then expressed his “concern for the disturbing developments witnessed in the city of Homs and rural areas around Damascus, where military operations are escalating and heavy weapons are used against civilians.” The Arab League Secretary General said that “the violence adopted by the Syrian government will only lead to more destruction and bloodshed, which cannot be tolerated by the League. Moreover, it is a clear violation of the obligations of the Syrian government, according to the provisions of international humanitarian law and the Arab Charter of Human Rights ".
