An eminent lawyer has praised the re-appointment of His Highness Sheikh Nasser Al-Mohammad Al-Ahmad Al-Jaber Al-Sabah as prime minister, for he is an advocate of reforms and a shrewd politician. Najla Al-Naqi, a fatwa and legislative lawyer for the state, said the order by His Highness the Amir, Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah, appointing HH Sheikh Nasser for a new term as premier, for the seventh time, reflected His Highness\' confidence in HH Sheikh Nasser\'s capacities to shoulder the re sponsibilities assigned to him. Sheikh Nasser enjoys a rich experience in politics, in addition to his personal traits, such as good-heartedness, modesty and capacity to resolve issues, she said. Sheikh Nasser\'s government, to be formed following current conclusion of consultations at various levels, will be the seventh during era of HH the Amir. Opining on the shape of the forecast cabinet, the eminent attorney indicated the line-up must not be restricted to specific considerations such as distribution of the executive posts among the main political trends or solely naming technocrats, stressing that the new executive should have specific work schedules for sustainable development. A figure to be picked up to serve in the executive authority should be known of his (her) sincere desire for reforms, serving the homeland and the citizens, sensing their concerns and needs, in addition to political shrewdness, patriotism and skills for eloquent and convincing arguing, said al-Naqi. She expressed her belief that the recent political crisis, witnessed in Kuwait, was due to lack of direct contacts between the former executives and the ordinary people, thus the ministers lost their capacity to sense the public needs and aspirations. Each minister, she proposes, should establish \"a weekly diwaniah\" to receive people, listen to their problems and complaints, noting that a good minister can\'t be solely judged by his (her) academic certificates and should enjoy skills to communicate with the people. Nevertheless, she expressed satisfaction at the domestic conditions in the country, labeling the homeland an oasis for democracy and freedom of expression. Underlining the tolerance of the natives, she indicates that the expatriates are granted various privileges and services, such as health care. Al-Naqi called for respecting the National Constitution \"for it is the fuse of the national security,\" noting anew the natives\' distinguished hospitality and innate leniency toward democracy and tolerance.
