Egypt\'s Interim President Adly Mansour issued a decree late on Sunday, granting Prime Minister Hazem El-Beblawi mandate in some jurisdictions only reserved for the president, amid Egypt\'s emergency law. The mandate consists of three articles, one of which gives El-Beblawi the right to issue orders to security forces as well as the armed forces. The first article also obliges state employees to aid the armed forces as they conduct their role, in whatever field they specialise in, during the issuance of penalties. The second article annulls or lessens a sentence given for a verdict issued by the Emergency State Security Court, unless the crime commited was premeditated murder or being an accomplice to a murder.
