His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of UAE and Ruler of Dubai, attended on Monday the graduation ceremony of over 300 students of Higher Colleges of Technology (HCT) at Dubai Men\'s College (DMC). Sheikh Nahyan bin Mubarak Al Nahyan, Minister of Higher Education and Scientific Research, Chancellor of the Higher Colleges of Technology (HCT), Lieutenant General Misbah Rashid Al Fattan, Director of the Office of the Vice President and Prime Minister and Ruler of Dubai, Essam Eisa Al Humaidan, Dubai\'s Attorney-General, deans of colleges, academic staff, guests and families of the students attended the ceremony. Sheikh Nahyan expressed his pleasure about the graduation ceremony of the two batches 20 and 21, which was sponsored by His Highness Sheikh Khalifa bin Zayed Al Nahyan, President of the UAE and Ruler of Abu Dhabi, and attended by the Vice President. He thanked them for their keenness on providing opportunities to Emiratis to get educated and qualified to become future leaders and contribute to the comprehensive development of the UAE. He appreciated the directives by the Vice President on education of Emiratis being a major component of development and progress. He also thanked General Sheikh Mohammed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces, for his follow up and support to the HCT. Sheikh Nahyan congratulated the graduates, urging them to exert their utmost efforts in the service of the country and community, and pledge their allegiance to the leadership that has not spared any effort to support them. For their part, the graduates\' representative thanked the UAE President, Vice President, Members of the Supreme Council, Rulers of the Emirates and the Abu Dhabi Crown Prince for their support for education. At the conclusion of the ceremony, Sheikh Nahyan presented a gift from HCT to the Vice President. Mohammed issues decree on higher education institutions under Government of Dubai The Higher Education Institutions affiliated to the Government of Dubai will have their academic, or professional or applied programmes subjected to the Dubai Executive Council’s Resolution No. 21 for the year 2011, on higher education, in accordance with the decree issued by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of UAE and Ruler of Dubai. The first article of the decree issued by Sheikh Mohammed in his capacity as Ruler of the Emirate of Dubai, has delegated powers to the Knowledge and Human Development Authority in Dubai (KHDA), to subject any of the academic or professional or applied programmes of any educational institution affiliated to the Dubai government to Resolution No.21 of the Dubai Executive Council for the year 2011, on the higher education institutions in the Dubai free zones. While the second article of the decree states that the certificates issued by educational institutions referred to in the first article, which are ratified by the KHDA, are recognised and binding by all public and private entities in the emirate of Dubai for all purposes. This resolution is effective from the date of issuance and shall be published in the Official Gazette. The Knowledge and Human Development Authority (KHDA) is a regulatory authority of the Government of Dubai and is responsible for the growth, direction and quality of private education and learning in Dubai.
