Cairo University President Dr Gaber Nassar said Tuesday the new constitution meets the aspirations of the Egyptian people in terms of rights, freedoms, equality and dignity and establishes a new modern state that focuses on science. In statements after casting his vote at a ballot station in the Giza district of Mohandessein, Nassar, who is the rapporteur of the 50-member constitution panel, said for the first time the new constitution allocates at least 4% of the state budget for eduication and 3% for health, he said. The new constitution is a breakthrough in the political scene that is satisfactory to the people and paves the way for a better future for Egypt, he added.
