The EU heads of state and government are due to meet on Thursday afternoon in Brussels to decide on a climate and energy package.
Austria will be represented by Chancellor Werner Faymann.
According to the Austrian national ORF television teletext on Thursday morning, the EU member states will be facing tough talks on climate protection.
They will be discussing goals including lowering greenhouse gas emissions by 2030, raising energy efficiency, and the development of renewable energy.
It was not yet clear on Thursday whether there would be any agreement during the summit. Eastern European countries, a lot of which are especially dependent on coal, are against some of the ambitious EU plans.
Other topics of discussion at the summit are expected to include the Ebola epidemic and the conflict in Ukraine. On Friday, the EU heads are expected to discuss the economic situation.
