Catalan leader Carles Puigdemont and his allies on Tuesday signed a declaration of independence for their region, which they nevertheless suspended pending talks with Madrid, a regional government spokesman said.
The spokesman told AFP that Puigdemont had signed the document, "but suspended it and called for dialogue," reflecting what the Catalan leader had said in a speech to the regional parliament earlier in the evening
